    I opened them both side by side and it looks like the power summaries adds 4 pages. There's probably a lot of small changes to powers but we will have to compare by hand if they aren't going to release a document.

    First example is on Absorption. Max 3 tokens per damage roll has been added to damage, keeping an upper limit on exactly how much damage you can deal after absorbing wounds. Additional actions is also 5/10 instead of 3/6 now.

      Boost trait is now 3/level
      Regeneration has contradictory text, but the "Fantasy" element has been changed to a limitation (-1 or -2 depending on what part of text you read)
      Capes: Small cape is now $50, large cape now +50 and adds the negative penalties.

        Growth is 3/level, with some clarifications about what happens if your scale increases.

          It's still overpriced when you increase the scale (Large, Huge, Gargatuan), but it's a little bit better overall. +2 Pace, +1 Reach and +1 wound is not enough to compensate for the -2 to hit and everyone having +2 to hit you.

            Rising Stars is now explicitly about having the PCs ultimately reach the Power Level of the Campaign; it can be done at whatever rate the GM decides works best for his campaign.
