    Prepping characters for running Breakout, the original NE campaign was definitely a rising stars set up allowing power points edge to be purchased during advancement. I know Breakout starts at a lower level (street fighter per SPC2). Was Breakout also designed to use the rising stars rule or are the power point supposed to remain fixed throughout the plot point campaign?

    Per Making Villains <italics added>, "Player characters in Necessary Evil: Breakout are Street Level villains. They have 30 points to dedicate to powers."

    So nope, NE: Breakout characters do not use the Rising Stars rule, and the campaign is not designed to be run with it.
