    You can take a -4 casting modifier to get a range of Smarts miles and ignore any sight restrictions.

    Are there any rules about who and how you can target using that? Some systems that have similar effects require a personal item, a lock of hair, their True Name or something like that. Do you have to know where the person is? Do you have to have met the person?

    If there are no official rulings, what would be your preferred way of playing it out?

    On top of normal Casting Modifiers, yep.

    A GM might consider those rare or unique components (with a higher cost), but they aren't necessary.

    As noted in the second example, it sure does help to know where the person is. If the desired target isn't at the location, the power may go off, but it won't affect them (though it may affect others). And note for targeted powers (like Bolt) which have an attack roll component, the caster may not have any sight penalty but Cover or Obstacles could still apply. So if the caster wants to hit someone on the other side of the city with Bolt, they likely want to do it when the target is outside in the open.

    If not affecting an area, the caster must have some idea of the intended target usually by having seen them or the GM may allow a unique component tied to them such as above to substitute. Still doesn't guarantee a "hit" if the target isn't in the location.
