Does falling inflict heavy damage? For example if a tank, power armored soldier, or dragon falls does hitting the earth inflict heavy damage?

Typically, falling, or as I like to call it, getting hit with a planet, counts as a Heavy Weapon.

There could be exceptions though such as the example of falling in deep snow or falling into a bog or mud pit.
