Can Elemental Manipulation and TK take the heavy modifier? Both can do Strength damage, but damage is not the primary purpose.

Can I add Heavy just hoping it will roll high enough to damage a Vehicle with 14 heavy armor?

It would be possible with Elemental Manipulation, but Telekinesis works a bit differently. TK doesn't directly do Str damage, instead it moves objects using that Strength. Thus it can use those objects as a weapon (or move a person and use a wall as a "weapon").

A GM could rule it differently (or differently based on each setting), but in general, the weapon itself would need to be a Heavy Weapon (such as by casting Smite with the Heavy Modifier on it).
