Hard To Kill clarification

We're having a disagreement with how the Edge Hard to Kill works. It states it negates Wound modifiers to avoid Bleeding Out. Does this help with the Incapacitation roll, thus helping to avoid Bleeding Out in the first place? Or does it only contribute to the Vigor rolls while you are bleeding out to keep from dying?

It just applies to Bleeding Out rolls. The character is as likely to get a permanent injury, they're simply less likely to die from it.
