The Trappings of Weird Science require an item, but as noted <italics added>, "the Power Points — come from the inventor so he must be the one to activate it." So all of their powers are activated from the character's own pool of PPs, they aren't committed to specific items like an Arcane Device from the Artificer Edge.
Essentially, a Weird Scientist "tinkers" with their own powers freely since they can use their pool of PPs for whichever power they want to activate at the time.
