Construct issue

I noticed (and I am a bit neurodivergent so bear with me...) that construct as a racial build ability does not include "Does not eat" but it is included in any other time I have found Construct (special abilities, super power, etc...) should does not ear be included in the racial build ability? I thought it was to allow for "need to recharge" type thing, but then there is the bit about dependency...

Presuming this is for the SPC, per the power, Constructs "don’t breathe or eat."
