If a creature larger than Normal size takes the Small Hindrance, is there any restriction or other balance issue on it dropping the creature's Scale? For example, if a Size 4 creature has the Small Hindrance, does it drop to Size 3 and Normal Scale or is the limitation on not reducing the creature to Small (specifically below Size -1) meant to apply here, too?

Since no player character can be made outside of Normal scale (–1 to +3), balance is not an issue since such a character would be an NPC, and GMs can give NPCs whatever they want. It doesn't even need to have the Small Hindrance, it could simply be a smaller version of the same creature (Size 3 instead of Size 4).Clint Black
