Dispel ends ongoing magical effects.
Can dispel be used on the bindings from entangle? Obviously, using dispel as an interruption to counter the casting works fine. But can dispel remove the bindings after the character has failed?

Per Dispel, "Dispel can be used on a power already in effect or to counter an enemy power as it’s being used." While the duration of Entangle is Instant, success means the power is "in effect," so Dispel could (potentially) counter it.
