Listed in the sound/silence power is the targeted Silence Power modifier. It says targets must make a Spirit roll to resist,at a -2 of the arcane skill check was a raise. Though the effects of silence are also worsened on a raise. So if a caster rolled a raise on his/her/their arcane skill roll, not only would an opponent have to make a Spirit roll at a -2 penalty, but failure would result in being completely deafened, and not just taking a -4 penalty on hearing based notice rolls?
