Infravision and Darkvision

If a character with Infravision uses the Darkvision power and gets a normal success, what is the order of procedure used to determine the penalty for pitch darkness? Do you apply Infravision first and halve the penalty for pitch darkness from -6 to -3 and then eliminate the penalty with Darkvision, or do you apply Darkvision first to reduce the penalty from -6 to -2 and then halve it for Infravision to -1?

Infravision first, since that's the "base" penalty for the character, then apply anything from powers like darksight.
