    It came up in a game today with an opponent who had Improved Arcane Resistance, and a 9 Parry, that even when an attacker hit her with only a 9, her Resistance would reduce the "Power Activation" to effectively 5 meaning she was still affected by the power.

    Is this the way the two elements of Activates on with a Fighting roll versus Arcane Resistance or even no Arcane Resistance are supposed to work, or would the new activation target number become the Targets Parry?


    For Example:
    Using a Paralysis Staff versus a target with an 8 Parry, if the attacker rolls a 8 does the staff hit and gain the raise effect because the activation roll was effectively an 8, or would the attacker need to roll a 12 to get the raise effect versus a 8 Parry?

    In the same scenario if a defender who has a 8 Parry and Improved Arcane Resistance is attacked by a Paralysis Staff and the attacker rolls a 8 (just hitting the parry) does the power still activate overcoming the arcane resistance, or does the arcane resistance reduce the effective roll by 4 bellow the targets Parry which is the the "new target number" when using the fighting skill?

    (I really tried to be clear and specific with no abbreviations this time. )

    No, this is not how it works. The power activates when the attack hits, it isn't calculated separately.

    When it comes to embedded powers activated on a "hit" the target number of the Fighting roll is still the defender's Parry. However, since the Fighting skill is also acting as the relevant Arcane skill, then the entire roll to hit is made at –2 versus an opponent with Arcane Resistance. The target would also get +2 Armor versus the damage if the attack still manages to hit. Good luck trying to hit a Nega-Psychic!

    In the simple case of a character armed with a Paralysis Staff trying to hit a target with 8 Parry (and no Arcane Resistance) the attacker would need to roll Fighting and get an 8 to deal damage and get the base power effect, or a 12 to get the power's raise effect (and a bonus die of damage as usual).

    In the same situation where the target has Improved Arcane Resistance, the attacker would have to roll a 12 on Fighting to get the base power activation and hit with the attack (12 Fighting roll at a –4 penalty hits a Parry of 8). For the raise effect (and bonus damage) the attacker would have to roll a 16 on Fighting.
