    First off, can an Altaran perceive someone who is under the effect of intangibility, without being intangible herself?

    If No, then can an intangible Altaran perceive anything that isn't also intangible?

    Being intangible or not does not normally change a character's ability to perceive the world around them, it only changes whether or not they can act upon or be acted upon by the physical world.

    Either way, an Altaran would be at a penalty to "visually" perceive a character under the effect of intangibility, at the standard penalty.
