This power allows the caster to take the form of one of the following creature types: Animal, Elemental, Humanoid, Plant.
And the following:
A caster in the form of a copper dragon could fly and use its breath weapon, but not use its spellcasting ability
So like, can you turn into a dragon, or can't you? Dragons are not the allowed types, but the power straight up uses a dragon as an example of a thing the power can turn you into.
