    We've run into some discussion of the line, "Permanent abilities that are always on, such as ageless, cannot be Contingent."

    This seems to contradict the prior example in the text: "For –1 point, the Contingent power is only triggered when the primary power is activated. If toughness is linked to altered form, for example, the character cannot use toughness without changing her form."

    Isn't toughness also an 'always on' Power? Or is it meant to say that you can't make a Power Contingent on another Power, if that Power is 'always on'? For instance, can you make regeneration Contingent on flight (so the character only heals injuries while airborne), or can you make regeneration Contingent on flight (meaning you can only fly if you're currently injured and thus, regeneration is active)?

    Follow-up that might be unnecessary depending on the above: If a Power is normally 'always on', does it cease to have that feature if it's part of a Switchable Package?

    For instance, if I have armor Switchable with resistance: fire, could I make another Power Contingent on resistance: fire?

    Similarly, does giving an "always on" Power the Requires Activation Modifier mean it is no longer "always on"?

    The latter is the key. Toughness with Requires Activation is no longer always on, so it could be Contingent on another power's use.

    Switchable is similar for specific powers, but note a power couldn't be Contingent on all of the powers under Switchable if one of them is always on. So a power could be Contingent on Resistance: Fire, but it couldn't be Contingent on both Armor and Resistance: Fire since one or the other is always active.
