    Casting Requirements
    "(Gifted and Psions may ignore the speech requirement; see Hands Free on page 148.)" Can they? Page 148 says "Hands Free: Gifted can use their powers
    while Bound (see Activation, page 150)." and "Hands Free: Psions don’t need their hands to activate their powers. They may cast even if Bound (page 98) or otherwise restrained.", so is it ignoring speech or the Bound condition?
    Also, I don't think it needs the brackets.

    Arcane Devices
    Are they subject to Disruption rolls? If the Weird Scientist who invented the Moleman Matter Mover (Burrow) is hit, would the MMM being used by a different character be disrupted? And what about a Wizard who has the Artificer Edge? Are all active powers subject to disruption if they are shaken/wounded? Or just ones cast through "regular" magic (i.e. non-Arcane Devices)? I can see the need for disruption in devices as balanced mechanically but it doesn't make any sense narratively.
    Whose Smarts is the range based on if not wielded by the creator? Is it the creator's or the user's? Do we need a section on range here?

    Variable Powers
    Could we get a better description for this please? Boost/lower Trait as the example is confusing. Using only boost or only lower seems like it should fit in the category of making "only one of those options available when she creates her device," but the example makes it clear it doesn't. Is there something that could be done to clarify it? Would Beast Friend count as a variable power? Could I can the bonus by limiting it to "only size 0 creatures" or does it need to be more specific like "only dogs"?

    Barrier- Strong Modifier
    Do you think we could call this "Hardened" or the like so it has a different name from the roll-at-minus-2 effect?

    Bolt- Damage Modifier
    This is priced at +2 and consistent with the other uses of this modifier, but all the other powers can hit multiple targets in a single action, this is single target only. I wonder if it might have a +1 price instead.

    Darksight
    "Darksight allows a hero to see in the dark. With success, he ignores penalties from Dim and Dark lighting. With a raise, he can see in pitch darkness." So in pitch darkness only casting with a raise will help you (and the spell is useless to people with low light vision?), why not "Darksight allows a hero to see in the dark. With a success, he ignores up to -4 of penalties from lighting. With a raise, he ignores up to -6 worth of penalties from lighting."

    Detect/Conceal Arcana
    "(roll each time it’s attempted, but no more than once per turn)." Should that be "per character per turn." to account for multiple characters acting on the same action card?
    Area of Effect Modifier- this is priced at +1 for a Medium Burst and +2 for a Large, but all other powers with this modifier use a +2/+3 cost, is this an intentional change of price for this power?

    This is priced here at +1, the "general" modifiers price it at +2, is this an intentional change of price for this power?

    Empathy
    "Empathy also works on animals, adding +2 to Riding or other rolls used to interact with the creature." In earlier editions a spell with a short duration could not be used on a long task (e.g. Boost Trait (Stealth) could not be used on sneaking into a castle), if used outside combat does this power have a longer duration?

    Do you think we could call this "Strengthened" or the like so it has a different name from the roll-at-minus-2 effect (even though this one also encompasses it)?

    This is priced here at +2, most other powers with this modifiers price it at +1, is this an intentional change of price for this power?

    Havoc- Strong Modifier
    "Strength rolls are made at ?2." Should that be "Strength rolls are made at an additional ?2." to account for when the caster gets a raise (which adds a -2 of it's own) or is this modifier just to impose a -2 on a success-but-not-raise roll?

    Growth/Shrink
    This Power talks about how Size increases strength. There is nothing else in this book that states that size increases Strength, is it specific to this Power or is that an artefact of an earlier draft?
    Also, it should be "Each increase in Size grants the target a one-step increase to Strength and 1 point of Toughness (See page 178 for more on Size)." to match with other bracketed sentence endings (minor punctuation changes).

    Illusion- Strong Modifier
    "STRONG (+2): Smarts rolls to disbelieve the illusion are made at ?2." Should that be "an additional -2" to account for when the caster gets a raise (which adds a -2 of it's own) or is this modifier just to impose a -2 on a success-but-not-raise roll?
    Why does this cost +2 where all other instances of this cost +1? If it is to account for the blast template, then Havoc might also want to be +2.

    Intangibility
    How do you turn Corporeal again, the Power doesn't specify. Is it an action, or a free action or something else?

    This is priced here at +2, most other powers with this modifiers price it at +1, is this an intentional change of price for this power?

    Resurrection
    Why is this is a permanent duration spell? Other "permanent" effects are instant duration. Healing is a great example because it's arguably a weaker version of this spell (as it repairs the body but not to the same extent) but it is an instant duration spell with a permanent effect. If it were a permanent duration spell it would be "on" and subject to disruption if the caster gets hit. Which can lead to situations like...
    "I don't know what happened, the King just fell over dead."
    "Summon the Wizard!"
    "He can't come right now, he tripped and fell down the stairs, breaking his leg."
    "..."
    "Do you think the two things are related?"

    Why is this "Special" and not "Instant"? The effect may last a variable time but the initial affect appears to be over as soon as it's cast.

    Not all modifiers have the same cost...that's why they're not "standard" modifiers.

    Most of the rest were fixed...others we think are fine (empathy works for the Duration, for example) or have different opinions on. Thanks
