[SPC] Reasonable modifer for a non-Heavy weapon

[SPC] Reasonable modifer for a non-Heavy weapon

Suppose you're running a Baseline campaign, and wanted to make an Attack, Melee, or Attack, Ranged power that was not a Heavy Weapon

What's a fair modifier for that? The Kerberos Club book suggests a -1 modifier, but that sounds a little scanty to me.

In a Street Level campaign, no attack automatically has the Heavy Weapon feature, and making an attack Heavy is +3. Would doing the reverse of that for a Baseline campaign, a -3 modifier, be fair? Would -2 be better, since the cost for making Armor Heavy won't be changing?

I'm ok with -2, but I wanted to get some input from others who might have more experience with the SPC.

Force Control and Telekinesis both list "Heavy Weapon" as a +1 modifier. So if you're removing it from a power that already has it, I would personally treat it as a -1 modifier.

One other interesting Savage note: penalties take more to overcome than they provide (example: it takes an edge [attravtice, charismatic, etc.] to counter a minor hindrance [mean, outsider, etc.]).

For Charisma yes. But look at the other attributes in the race creation rules:

+2 Charisma is a +2 racial ability, while -2 Charisma is a -1 racial ability.

+1 Parry is a +2 racial ability, while -1 Parry is a -2 racial ability.

+1 Toughness is a +2 racial ability, while -1 Toughness is a -2 racial ability.

+4 Pace is a +2 racial ability, while -3 Pace is a -2 racial ability.

+4 to resist all environments is a +2 racial ability, while -4 resist is a -2 racial ability.

+4 to resist one environment is a +1 racial ability, while -4 resist is a -1 racial ability.

About one third of those examples support me, and the others are equal; which does put the lie to my statement. Danged fact-checking. :mrgreen:
