Shooting from a stationary horse

Hey all,

If a gunslinger is sat on a stationary horse, I am assuming the won't have the unstable platform penalty. But, do I need to make them roll riding to actually ensure the horse is stationary? If so, does this and the shooting roll both suffer a MAP penalty?

Marshal's Call. Though I usually wouldn't require a Riding roll, and would not make it be an action (so no MAP).

My usual thought is "if the platform isn't moving then it is no longer unstable".
