[HoER] Radiation and mutations

How does one get mutations from background radiation? It's mentioned in the book, but I never found any real rules for it. Radstorms and Ghost storms have rules like that, so can either of them be used for regular radiation as well?

If it's ghost rock radiation, then yeah, like a radstorm, a critical failure could result in a mutation.
