Stealth vs. "Active" Notice - who is the defender?

Stealth vs. "Active" Notice - who is the defender?

If there is an opposed roll, ties go to the defender.

If Group A is on "Active" guard status, they get an opposed Notice roll to Group B's stealth roll.

In the case of a tie, who counts as the defender?

The guards. The "acting character" is sneaking in this instance which is defended against with Notice.
