Perusaion VS. Social Conflict rules

The Persuasion skill is the ability to convince others to do what you
want them to do, but the Social Conflict rules seem to do the same thing.

Out side of court cases, or convincing a council ( which I believe are clearly Social Conflicts) , when would you use one over the other?

For example, why use Persuasion to trick a guard into letting you in, when Social Conflict could also be used?

Social Conflicts are part of the Situational Rules and their use is up to the GM based on, well, the situation. As noted under Social Conflicts, "The following system works well for protracted and dramatic negotiations," so those would be the primary criteria on whether a GM would use it.

If tricking a guard to get in would be protracted or particularly dramatic for some reason (perhaps the climatic finale depends on it), the Social Conflict could be used; if not, then it likely falls to a basic Persuasion roll.
