Called Shot House Rule

I have been toying with a house rule that would allow exchanging the extra d6 of damage when someone gets two or more raises on an attack roll
for the benefits of a Called Shot .

Any thoughts?
Has anyone tried anything like this?

Personally, I feel like players should take the risk if they want to reap the rewards.

But I don't think balance-wise it would be very disruptive, especially since you mention two raises or more. Would you differentiate between the different difficulties of called shots?

Something like:

Succes: normal damage
Raise: +1D6 damage
2 raises: +1D6 damage OR Called Shot at Arm/Leg (normally -2)
3 raises: +1D6 damage OR Called Shot at Head/Unmentionables (normally -4)
4 raises: +1D6 OR Called Shot at eyeslits or similar difficulty (normally -6)
5 raises: Look, you got lucky enough already, OK?

Does that look correct?

War of the Dead has a setting rule that if you get 2 raises, you score a headshot instead of an extra d6 damage.

I don't think it would be unbalanced to make it optional (i.e., let the player choose after they've rolled), and perhaps allow a single raise to replace the d6 damage with a limb-shot. In fact I've suggested something similar before.

@Ornimancer: I think this unblances the system.
You have to risk (penalty to roll) to gain (called shot).
Also, you could get a big damage AND ignoring armor, "swifting" the hit on a uncovered location, and all these just to be lucky with dice.
