HoE Classic: Marshals get extra fate chips for Cyborgs?

For each Harrowed, the marshal gets to draw an additional fate chip each session, does this count for Cyborg who still have thier spirit fetters?

Sure! The extra chip is, nominally, so that the Marshal can take over when appropriate. For 'borgs it would be for A.I. control rather than Manitou control. :twisted:
