What is the "Special" Requirement for the AB Edge

What is the "Special" Requirement for the AB Edge

In Savage Worlds Deluxe, the requirements for the Arcane Background Edge are listed as "Novice, Special". What's the special for? I thought it might have meant that there were different requirements depending on the type of Arcane Background, but I don't see any mention of that anywhere in the Powers chapter.

As per the first paragraph under Making Arcane Characters in the Powers section, "Before we go any further, you need to make sure your GM will allow arcane characters in his game. You can’t make a wizard in a realistic military campaign, and mad scientists might not fit in every fantasy setting."

That's the "Special" requirement; is it even allowed and if so, which kinds.
