Blood and Guts and No Mercy

Blood and Guts and No Mercy

Hey all!

So, prepping some Noir stuff, and I noticed that despite the setting rule of Blood & Guts, which allows characters to reroll Damage rolls as well as trait rolls.

There is no indication that the No Mercy edge works any differently, which would seem to make it essentially useless. This wouldn't be a problem, normally: just don't take the edge; and indeed, none of the Famous Folk or Humans in the back have No Mercy.

However, several NPC in the back of the companion book (Capone, McGurn, Mingzhu, maybe more) that have the No Mercy edge.

Is this:

a) a mistake, and these npcs should have either different edges or simply one less?
b) an indication that Blood and Guts is not a setting rule in Chicago and Shan Fan, just as Poverty is only a setting rule in Shan Fan and Nawlins?
c) an indication that No Mercy provides a different benefit when the Blood & Guts setting rule is in play?

Just ignore it. It might come up if a GM chose not to use that specific Setting Rule, but otherwise not necessary.
